THE Movement Control Order (MCO) was declared nationwide on March 18 as a means to flatten the curve of Covid-19 infections.
Then, Malaysia recorded over 550 positive Covid-19 cases, which necessitated the closure of almost all socio-economic activities till March 31.
The Sarawak Disaster Management Committee (SDMC), in its directive, called for closure of all government offices and business premises – except those dealing with daily essentials.
The closure also applied to all factories – except those in Samalaju, Hi-Tech Samajaya, and plywood factories, which were allowed to operate with a minimum number of workers.
Eateries were allowed to open, but they could only do takeaways.
The people were only allowed to leave home to purchase essential items, and acquire important goods and services.
On March 19, the SDMC ordered all food premises and stalls to close by 8pm daily throughout the MCO period.
On March 20, all fast-food outlets including drive-thru operations and supermarkets were also ordered to stop operation by 8pm; however, convenience stores and petrol stations could operate as usual.
On March 22, SDMC directed all hypermarkets, supermarkets, markets, coffee-shops, private clinics, restaurants, 24-hour convenience stores and petrol stations in Sarawak to only run their operations from 7pm to 7am daily – effective from March 24.

Provision of special aid
Hurt by the MCO restrictions, many businesses could not sustain and some had no choice but to close down for good, rendering many of their workers, especially those under the blue-collar category, to become jobless.
In this respect, the Sarawak government stepped in to render assistance to all Sarawakians in need, especially those directly and adversely affected by the MCO.
On March 23, Chief Minister Datuk Patinggi Abang Johari Tun Openg announced the RM1.15-billion Bantuan Khas Sarawakku Sayang (BKSS 1.0) to help not only individuals, but also businesses struggling amidst or having succumbed to the MCO.
Sarawak was the first state in Malaysia to have arranged for such special assistance, which came on top of the aid provided by the federal government through its RM250-billion Prihatin package, which kicked off on March 27.
Sarawak’s BKSS 1.0 focused on 16 measures: discounts on electricity and water bills for all consumers; monthly cash aid for the B40 group for six months; special monthly incentives for frontliners; discounts on rentals of markets and stalls; waiver of permits and licensing fees; 25 per cent discount on assessment rates; deferment of loan repayments for Loan Scheme for Small and Medium Industries (SPIKS); additional RM20-million micro-credit schemes for all small-medium enterprises (SMEs); 30 per cent discount on land rent; deferment of land premiums; waiver of hotel licensing fees; free face masks; urgent hospital needs and personal protective equipment (PPE); food for all front-liners during MCO period; and Housing Development Corporation (HDC)’s rental discount of 50 per cent for six months.
On March 25, SDMC allowed pet shops and veterinary clinics to operate throughout the MCO period, from 7am to 7pm daily throughout their respective working week.
On March 26, Abang Johari issued the directives to ensure continuous supply of food in Sarawak. Farmers, breeders and fishermen were allowed to continue with their daily activities, and to sell their produce at places, as agreed by the respective local councils, from 7am to 7pm daily.
However on March 29, Sarawak imposed a ban on inter-district travel, and those with valid reasons for travelling must first obtain permits from the district office.
On March 30, Abang Johari announced an additional RM16.4 million to BKSS 1.0 in food assistance for the poor communities in the rural and urban areas in Sarawak to mitigate the impact brought by Covid-19.
Situation still tough
In view of the number of Covid-19 cases in the country having continued to rise, the World Health Organisation (WHO) said it was expected to peak in mid-April, prompting the suggestion of further extending the MCO period till late April or May.
On April 1, the MCO was extended to April 14.
On April 5, all hardware shops, agricultural supply stores and spare parts shops were allowed to open only twice a week – Tuesday and Thursday – from 7am to 7pm daily.
On April 8, Health director-general Tan Sri Dr Noor Hisham Abdullah said the Health Ministry was having a discussion with the Federal Cabinet regarding the possible extension of the MCO.
On April 10, Prime Minister Tan Sri Muhyiddin Yassin announced the second extension of the MCO by another fortnight (April 15-28), pointing out that the decision was meant to give space to healthcare personnel battling Covid-19, and also to avoid further rise in cases if the MCO were to be lifted too early.
Earlier that day, Abang Johari announced the RM1.1-billion BKSS 2.0 focusing primarily to help the small-business community.
On April 13, SDMC announced that all barber shops must remain closed during the MCO period.
On April 15, it was announced that the MCO would be extended till April 28.
On April 18, SDMC said all farmers and their wives were allowed to travel in the same vehicle or motorcycle to go to their farms, despite the ‘one person per vehicle rule’ during the MCO period.
Telecommunications companies such as Celcom, Digi, Maxis and U Mobile and their selected outlets were allowed to open only Wednesday and Friday (10am-4pm daily) with a maximum of only three workers at any given time, as they were considered as providing essential services to the public.
On April 21, specialty stores selling baking ingredients, accessories and containers were allowed to operate only on Wednesday and Friday (7am-7pm daily) in view of Gawai Dayak and Hari Raya Aidilfitri celebrations.
However, all laundromats and related self-service operations were not allowed to operate during MCO period.
On April 22, the MySejahtera app was launched to enhance contact-tracing exercise. All premises opening during the period were directed to have MySejahtera QR code check-in at their respective entry-points. Premises with no wireless or mobile internet connectivity were allowed to conduct manual check-in of customers, suppliers and other individuals accessing the premises – using log books.
On April 23, SDMC said all individual food vendors, hotels, regular and fast-food restaurants were allowed to operate for takeaways, with the orders being made via e-Bazaar Ramadan, from 7am to 7pm every day throughout Ramadan month.
Food trucks were not allowed to operate during MCO period.
On April 23, Muhyiddin announced the Conditional MCO (CMCO) running from April 29 to May 3 – with the possibility of further extensions.
On April 30, SDMC decided to allow two immediate family members from the same household to travel in a vehicle for the purpose of seeking healthcare and medical services, or to buy food, medicine, daily necessities, dietary supplements or any other goods from any provider of essential services.
Muhyiddin, on May 1, announced the extension of CMCO from May 4 to 12, while allowing all economic sectors and businesses to open – subject to conditions.
However the SDMC, in acknowledging the extended CMCO, decided not to follow the provision of allowing the reopening of certain economic activities and sectors.

On May 8, Abang Johari announced the allocation of RM300 million for BKSS 3.0, comprising seven measures involving more special allowances, incentives and grants slated for Sarawakians.
It involved RM1,500 cash aid to each of about 30,000 heads of households who were not listed under BKSS1.0 and a one-off payment of RM500 each to 377,806 single individuals with monthly income of below RM2,000; RM750 special grant for each petty trader and hawker registered under local councils, being made available via Sarawak Pay; RM200 special monthly allowance, on-going for a period of six months, for each of the personnel of the Royal Malaysian Customs, local councils, Fire and Rescue Department (Bomba) and Civil Defence Force (APM); RM500 one-off cash aid to each of the owners and operators of ‘penambang’ (traditional chartered boats) registered under Sarawak Rivers Board (SRB); one-off cash aid of RM600 to each of the 959 operators of ‘van penumpang’ (chartered vans), 1,976 taxi drivers and 739 operators of schoolbuses and vans registered in Sarawak; special grants to registered tour guides and national park guides who had been affected by the cancellation of trips by tourists and the lack of need for their services in the coming six months; and an allocation of RM1.6 million as capital expenses for Bank Simpanan Nasional (BSN) to conduct mobile bank branch services in rural areas of Sarawak.

Religious activities were allowed and houses of worship could reopen, beginning June 20.
On June 17, Sarawak allowed express and stage buses to operate at full capacity.
Schoolbuses and vans were permitted to resume operation at full capacity, following the reopening of schools on June 24.
Licensed gambling operators were also allowed to resume operations beginning June 19.
Day, night and weekend markets were allowed to operate as well, starting June 20.
On June 16, Minister of Welfare, Community Wellbeing, Women, Family and Childhood Development Dato Sri Fatimah Abdullah announced that all kindergartens and childcare centres in Sarawak could reopen on July 1.
On June 28, Uggah announced that Sarawak Health Department would be conducting random tests on construction workers across the state in the following week after several positive cases were reported.
On July 1, SDMC decided to allow cinemas to operate, starting July 1.
On July 14, SDMC announced that schools in Kuching, Kota Samarahan and Padawan districts were only allowed to open on Aug 3, instead of July 15, as announced by the Education Ministry due to concerns over the increase in Covid-19 cases in these areas.
The classes affected were Transition, Forms 1 to 4 and Lower 6 (secondary level), and Primary 1 to 6 (primary level), while pre-schools, Form 5 and Upper Six classes could have classes as normal.
On July 24, inter-division travelling between Kuching and Kota Samarahan was discouraged due to a sudden increase in positive cases; however, those on official duties, essential services workers and those dealing with matters related to death of close family members, sick relatives or to seek medical attention, were exempted from this directive.
Wearing of face masks in public areas in Sarawak was made compulsory on Aug 1.
On July 26, SDMC announced that Sarawak would enforce a more stringent immigration control, including the mandatory 14-day hotel quarantine, upon all of those entering Sarawak – effective Aug 1.
On July 27, Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob announced the inter-zone movement limit in Sarawak, taking effect between Aug 1 and 14, as an effort to curb the spread of Covid-19 within the state, particularly around Kuching District. SDMC decided that registrations for new and senior students for June 2020 intake, via face-to-face study sessions at institutions of higher-learning were, would be postponed to a later date.
From Aug 1 to 14, flight frequency from Peninsular Malaysia, Sabah and Labuan (including return flights) were reduced, and business operating hours in Kuching, Kota Samarahan and Serian districts were limited to between 6am and 10pm daily.
On July 29, the postponement of school sessions in Kuching, Kota Samarahan and Padawan districts was extended until Aug 17.
On Aug 3, Ismail Sabri announced that all business premises nationwide must use the MySejahtera app for Covid-19 tracing. However, business premises were also free to also use other tracing apps, but the usage of MySejahtera remained compulsory.
On Aug 17, all schools in Kuching, Samarahan and Padawan districts reopened despite several parents still being cautious and thus, not sending their children to school yet.
On Oct 23, Abang Johari announced RM104.84 million for BKSS 4.0 meant to extend seven measures until Dec 31.
The seven measures are discounts on electricity bills, discounts on water bills, HDC’s rental discount of 50 per cent for residential units, one-off RM500 assistance to every e-hailing driver and driver instructor, 50 per cent discount on rentals of market and stalls, waiver of permits and licensing fees, and waiver for rentals to small and medium enterprises (SMEs) in the retail sector operating on premises owned by state government-linked companies or statutory bodies.
Following an announcement from the Education Ministry, SDMC on Oct 29 announced all schools in Kuching, which at the time was a ‘Red Zone’, to be closed from Oct 30 to Nov 13.
On Nov 8, Education Minister Dr Mohd Radzi Md Jidin announced that all schools, including vocational colleges under the ministry, in the country would be closed from Nov 9 until the end of the academic year on Dec 17.
On Nov 11, Fatimah announced that all kindergartens and childcare centres in Red Zone districts, such as Kuching District, would be closed throughout the CMCO.
