Hi Yassir,
It is a very nice explanation, thank you. The only thing I do not understand is how you made the SUM deploy the SAPXI-3RDPARTY.SCA. The following note explains it is not possible and it is a normal behaviour.
Drivers Scanner Epson L355 Driver
'Since customers deploy their own 3rd-party drivers with them, they must not be overwritten by during an update or upgrade. For this reason these Development Components (DCs) are handled in a special manner by SUM (Software Update Manager) and the version of SC SAP-XI3RDPARTY remains unchanged. Note that JSPM was replaced by SUM (see SAP note 1589311) and should not be used anymore.'
In my case, I successfully deployed the SAPXI3RDPARTY120-10009499.SCA containing some IBM's MQ Server drivers following the note above mentioned: Connect to your Engine with 'telnet ', where the telnet port is by default '508', e.g. 50008 for instance number 00. You can deploy the archives with command. Drivers Scanners free download - CopyTrans Drivers Installer, Adaptec ASPI Drivers, My Drivers, and many more programs. Drivers are normally free and can be obtained directly through the manufacturers website for your computer. Driver support is just a snake oil scam site, avoid it. See steps how to download and install drivers directly.
In my case, I successfully deployed the SAPXI3RDPARTY12_0-10009499.SCA containing some IBM's MQ Server drivers following the note above mentioned:
Connect to your Engine with 'telnet <host_name> <telnet_port>', where the telnet port is by default '5<system_number>08', e.g. 50008 for instance number 00. You can deploy the archives with command
DEPLOY <path>/SAPXI3RDPARTY.SCA

The McNamara-O’Hara Service Contract Act requires contractors and subcontractors performing services on prime contracts in excess of $2,500 to pay service employees in various classes no less than the wage rates and fringe benefits found prevailing in the locality, or the rates (including prospective increases) contained in a predecessor contractor's collective bargaining agreement. The Department of Labor issues wage determinations on a contract-by-contract basis in response to specific requests from contracting agencies. These determinations are incorporated into the contract.

For prime contracts in excess of $100,000, contractors and subcontractors must also, under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 in a workweek. The overtime provisions of the Fair Labor Standards Act may also apply to SCA-covered contracts.
